County Special Event Fees Undecided

| County Commissioners again tried to work out the details for a special event fees and procedures ordinance in Lincoln County at the regular meeting July 6.
The matter continues to be difficult to solve, but Commissioners do not want to be charging people special event fees for every little thing, while at the same time, realizing some events obviously do require special fees.
The main question is where to draw the line, and what are the liability issues? What kind of events are risks? Who is in charge? What kind of insurance is, or is not needed? And there are all kinds of fine lines related to each of those questions.
Debbie Gill mentioned she thought is was pretty silly to have a town hall in Pioche, but not be able to use it unless insurance was taken out first, for a meeting or a baby shower, a TOPS meeting, or various other types of events and/or meetings. She added, there is an exercise room in the town hall open to anyone without any supervision and no insurance required.
Commission chair Paul Mathews stated the core issue is, “How much liability do we want to take upon ourselves verses restricting the use?”
Are private organizations, private users, responsible for insurance and liable if accidents occur during their event? Are local citizens, and parties, placed in the same category as private groups and organizations, or is there some other policy that needs to be defined and implemented?
How much and who, does the County’s insurance already cover, and when are they not covered, is a question that has so many fine lines, grey areas, and possible situations. A one-policy-fits-all approach does not work anymore, thus a new ordinance is having to be developed, however, every day use of the Pioche Park is covered by the existing policy.
Wayne Carlson, from the Nevada Public Agency Insurance Pool (PoolPact), said when a group narrows the use of the park for their special purposes, a different risk is being created.
Michelle Wadsworth presented a list of events covered by most general insurance liability. She also gave a list of events which are not covered.
After discussing the matter for some time, Commissioners once again realized they could not come to a decision about adopting the ordinance, and scheduled a workshop meeting August 9 to deal with the matter further.
